Due to Neil Borman's accidental immersion in a nuclear reactor's cooling system, he became radioactive. Before he realized the harm he could cause others, he inadvertantly killed his whole family. After turning himself in to Iron Heights Penitentiary, he was cruelly used by the warden, Gregory Wolfe, to cheaply power the entire facility, but draining Borman's energy in the process. Flash was able to put a stop to this but Borman, aka Fallout, opted to stay in Iron Heights.
