Jeff Brown was an agent of the Canadian Security Intelligence Service who helped assemble the new Omega Flight superhero organization to deal with the influx of super-powered villains from the United States after their "Civil War". He later went over to the dark side when he signed up with the Unity Program, set up by Eshu, the 40,000 year-old evolved caveman who was planning on first taking over Canada and then the whole world.
