"The Chief," whose real name is unchronicled, was the chief of the police department that includes Officer Sandy Kean's radio-squad unit during Kean's earliest chronicled cases. The chief was on the take from powerful racketeer Dan Bowers and was presumably removed from the office after the governor intervened and swore to remove crooked officials.
