Lunar-Lew is a member of the Moon Goons, one of the main races inhabiting the Moon in the Popeye universe. The Moon Goons are the lunar counterparts of the Earth Goons, with whom they share similar physical traits but differ in having yellow rock-like skin, red eyes, and webbed feet. They can transform into Moon rocks to defend themselves from their historical enemies, the Moon Rock Men. Although Lunar-Lew does not have a detailed role in the story, he is one of the representative members of this mysterious and whimsical alien race.
